The Size Is the Point

The footprint matters as much as the height. At roughly 95 by 95 millimeters, the heatsink stays close to the socket area rather than spreading out over the surrounding board. LGA115x covers a run of older Intel desktop sockets, and LGA1200 covers the generation after them. Neither is Intel’s current desktop socket, and neither covers any AMD socket. The listing names no other sockets, and no other socket should be assumed. If you are building on a current Intel platform or on AMD, check Noctua’s own compatibility page for this model before buying, and expect that a different cooler or a different mounting kit will be required.
This is worth stating plainly because low profile coolers get recommended generically for small builds, and a cooler that does not mount is simply the wrong part. It also explains the listing date of October 2012: this is a long running design that has been sold across several platform generations, and the socket list reflects the platforms it was made for.

The listed 23.6 decibel figure is Noctua’s own measurement under defined conditions, and it should be read as a comparison point against other coolers quoted the same way rather than as a prediction about your desk. Note that it is higher than the figure Noctua quotes for the physically larger NH-L12 Ghost S1 Edition, which is what you would expect: a smaller heatsink needs the fan to work harder for the same heat removal, and 2500 RPM is a high ceiling for a 92mm fan.
The quoted air flow of 57.5 cubic meters per hour is likewise a maximum figure at full speed. In practice the fan will spend most of its life far below that.

Things To Consider
The main limitation follows directly from the size. A 37 millimeter heatsink with a 92mm fan removes considerably less heat than a tower cooler, and the listing quotes no thermal design power rating, no heat pipe count and no supported processor wattage. Noctua publishes compatibility guidance by processor model, and for a cooler this small that guidance matters. Do not pair it with a high core count processor under sustained load and expect it to hold clocks; a chip such as the Intel Core i7-14700 is well outside what this cooler was designed around, and in any case sits on a socket this listing does not name.
The right use is a modest processor in a case that physically cannot take anything larger. In that role it is an excellent choice; asked to do more, it will simply run out of capacity.
Two data notes. The listing gives the height twice with slightly different figures, 1.46 inches in one field and 1.57 inches in another. Use the taller figure when checking case clearance to be safe. A “computer memory type” field reads DDR3 SDRAM, which has nothing to do with a cooler and is an import artifact, and the UPC field contains ten concatenated codes.
Finally, the color. Noctua’s brown and beige scheme is functional rather than decorative and it is visible through a glass side panel. Some builders like it, some do not, and it is worth knowing before the box arrives.
Who Should Buy It, and Who Should Not
Buy the NH-L9i if you are building in a case with very limited cooler height, your board uses an Intel LGA1200 or LGA115x socket, and your processor’s heat output is modest. For a home theatre PC, a compact office machine or a small build where memory clearance is tight, it solves a problem that larger coolers cannot.
Do not buy it for a high power processor, for a current generation socket without checking compatibility first, or for a build where you have room for a tower cooler.
